Click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. Ifyou are prompted for an administrator password or for a confirmation, type the password, or click Allow
Type the following command, and then press ENTER: sfc /scannow [The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.]A message will appear stating that 'The system scan will begin'. Be patient because the scan may take some time
If any files require a replace SFC will replace them. You may be asked to insert your Win7 DVD for this process to continue
If everything is okay you should, after the scan, see the following message "Windows resource protection did not find any integrity violations"
After the scan has completed, close the command prompt window, restart the computer and check. Check the below mentioned link for further guidance on SFC scan –

To do this, follow these steps:
- Open an elevated command prompt. To do this, do the following as your appropriate:
Windows 8.1 or Windows 8 - Windows 7 or Windows Vista
- At the command prompt, type the following command, and then press ENTER:
- sfc /scannow

The sfc /scannow command will scan all protected system files, and replace corrupted files with a cached copy that is located in a compressed folder at %WinDir%\System32\dllcache.
The %WinDir% placeholder represents the Windows operating system folder. For example, C:\Windows.
Note Do not close this Command Prompt window until the verification is 100% complete. The scan results will be shown after this process is finished.- After the process is finished, you may receive one of the following messages:
- Windows Resource Protection did not find any integrity violations.
This means that you do not have any missing or corrupted system files. - Windows Resource Protection could not perform the requested operation.
To resolve this problem, perform the System File Checker scan in safe mode, and make sure that the PendingDeletes and PendingRenames folders exist under %WinDir%\WinSxS\Temp. - Windows Resource Protection found corrupt files and successfully repaired them. Details are included in the CBS.Log %WinDir%\Logs\CBS\CBS.log.

- Run command prompt as elevated mode.
- Type c:\>sfc /scanfile=c:\windows\system32\reg.exe and press enter.
- Windows Resource Protection (WRP) checks integrity of this Windows system file and repairs if problems identified.
- Now run that application and check.
For cmd.exe : The application was unable to start correctly (0×0000142), reboot Windows in Safemode with command prompt
- To do so, restart Windows and press F8 key while system boot to access Advanced boot options
- Now choose Safe Mode with Command Prompt, you can see command prompt window
- Type c:\>sfc /scanfile=c:\windows\system32\cmd.exe and press enter
Similarly you can fix 0×0000142 error for schtasks.exe and so on.
